I don't think this falls under hacking related content, so don't downvote. It is a valid question.

If Standalone is going to be built on a system where the client sends the server a message, then the server checks if its possible before doing it. Thereby sort of eliminating any chance to cheat. What is VAC even going to do? Will it ban people for duping or using exploits (I understand they may not even exist) or will it ban those using ESP/Maphacks/aimbot etc.. If it can do that then Great! But if not.. What is the point of any Anti-cheat? Of course though its not like it affects anyone nor would you notice its presence. Just wondering, what is it there for?
